The vessel has shown a steady speed loss of about 1.2 knots over the last two months and the latest performance analysis points to significant hull fouling, confirmed by the July underwater inspection. We require an approved diving company to carry out full underwater hull cleaning and propeller polishing while the vessel is at Singapore anchorage, before the next laden passage. Works to include a diver video survey before and after cleaning, soft-brush cleaning of the vertical sides and flat bottom, and propeller polishing to Rupert scale A. All works to be carried out in line with the port authority's in-water cleaning regulations, with debris capture where required. A final inspection report with video footage is to be delivered to the Master and this office on completion.
